In recent years, the Chinese pesticide industry’s regulatory policies have constantly improved, with the latest policies such as ″one registration on one product,″ ″prohibition of bundled sale,″ ″technical material traceability,″ and ″pesticide OEM qualification″ having reshaped the industry competition.
The regulatory policies are not only limiting manufacturers but are also impacting pesticide distributors. Under the ″one registration on one product,″ roughly 80% of distributors are faced with product shortages, which will force distributors to improve their operations, product marketing, and technical service capabilities.
Compared to Chinese domestic enterprises, multinationals are less affected by regulatory policies. Foreign companies have already followed the ″one registration on one product″ requirement, having built up brand protection awareness in the Chinese market. Also, multinationals have registered their trademarks and have made great efforts in product channeling, distribution, and market promotion. This means that the market share that Chinese domestic companies let go, may be quickly taken by international companies who have made complete preparations.
Industry experts say that the ″one registration on one product″ policy will force enterprises to improve their innovation capability, which will push pesticide manufacturers to focus their efforts on product research, development, and marketing, thus hopefully creating more major products with vigor and vitality. This way of development will put an end to the past ″the more, the better″ product development philosophy, encouraging companies to focus on the development and promotion of genuinely competitive products. However, there are concerns that some companies may circumvent regulation by changing packaging or appearance, which poses challenges to market supervision.
According to the latest data from ICAMA’s China Pesticide Information Network, 44,495 unexpired pesticide registrations are currently held by Chinese domestic enterprises, revealing the current situation of product structure and market layout.
In terms of PD registrations, Shaanxi Meibang topped the list with 464 registrations, followed by Shaanxi TPS Biotechy in second place and Dongguan Ruidefeng Biotech in third place, with 358 and 323 registrations, respectively. It is worth noting that enterprises in Shaanxi Province take up seven places in the top 20, which reveals Shaanxi’s locational advantage in the pesticide industry. The top three are closely followed by well-known enterprises such as Shenzhen Noposion, Hailir Pesticides, and Chemicals.

In terms of product structure, dominant conventional varieties such as avermectin, glyphosate, imidacloprid, atrazine, and chlorpyrifos are still popular products of registration. For instance, the product matrix of Shaanxi Meibang is based upon avermectin; Shaanxi TPS is active in tebuconazole and avermectin; Shandong Aokun focuses on herbicidal atrazine.
In terms of crop application, besides rice, cash crops, including apple trees, cabbage, cucumbers, and citrus trees, are major crops for application. As regards type of formulations, enterprises would generally opt for formulations that are convenient to use and have good prevention and control effects. These formulations are mostly SC, EC, and WP, which are gradually being switched to novel environment-friendly formulations like WDG and ME formulations.
1. Shaanxi Meibang (464 registrations, with 12 TC)
-Avermectin is the most significant active ingredient of registration (22), followed by thiophanate-methyl, pyraclostrobin, tebuconazole, thiamethoxam, and difenoconazole.
-Apple tree is the largest crop for application (68), followed by rice, cucumber, citrus tree, cabbage, and wheat.
-SC is the most significant type of registration formulation (109), followed by WDG, WP, EC, and TC.
2. Shaanxi TPS Biotech (358 registrations, with 1 TC)
-Tebuconazole is the most significant active ingredient in registration (20), followed by avermectin, difenoconazole, pyraclostrobin, azoxystrobin, and dinotefuran.
-Apple tree is the largest crop for application (65), followed by rice, cabbage, citrus tree, cucumber, and grape.
-SC is the largest type of registration formulation (101), followed by WDG, WP, EC, and EW.
3. Dongguan Ruidefeng Biotech (323 registrations, without TC)
-Avermectin is the most significant active ingredient of registration (31), followed by carbendazim, chlorpyrifos, difenoconazole, pyridaben and imidacloprid.
-Rice is the largest crop for application (63), followed by cabbage, citrus tree, cucumber, apple tree, and brassicaceous vegetable.
-EC is the largest type of registration formulation (81), followed by SC, WP, ME and WDG.
4. Shenzhen Noposion (311 registrations, without TC)
-Avermectin is the most significant active ingredient of registration (24), followed by chlorpyrifos, difenoconazole, imidacloprid, thiophanate-methyl, and lambda-cyhalothrin.
-Rice is the largest crop for application (57), followed by cabbage, citrus tree, cucumber, apple tree, and potato.
-SC is the largest type of registration formulation (72), followed by EC, WP, ME and WDG.
5. Shaanxi BIOGEN (280 registrations, without TC)
-Difenoconazole is the most significant active ingredient of registration (18), followed by dimethomorph, tebuconazole, chlorpyrifos, difenoconazole, and avermectin.
-Rice is the largest crop for application (55), followed by cabbage, cucumber, apple tree, citrus tree, and banana.
-SC is the largest type of registration formulation (71), followed by WP, EC, ME, EW, and WDG.
6. Shaanxi Shanggezhilu Bioscience (279 registrations, without TC)
-Avermectin is the most significant active ingredient of registration (11), followed by atrazine, lambda-cyhalothrin, pyraclostrobin, imidacloprid, and nicosulfuron.
-Rice is the largest crop for application (64), followed by apple tree, cucumber, citrus tree, wheat, and cotton.

10. Shandong Aokun Crop Science (233 registrations, with 10 TC)
-Atrazine is the most significant active ingredient of registration (24), followed by nicosulfuron, acetochlor, mesotrione, quizalofop-p-ethyl, and metolachlor.
-Corn is the largest crop for application (42), followed by uncultivated land, winter wheat, spring soybean, rice direct seeding, and spring corn.
-EC is the largest type of registration formulation (73), followed by OD, WP, SC, AS, and TC.
