Co-operative Minister Shivpal cracks whip on fertiliser firms

Indian Co-operative Minister Shivpal Yadav on Wednesday threatened to disrupt movement of fertilisers outside from IFFCO and KRIBHCO plants if they failed to provide the stipulated fertiliser quota to the state.
“We have made it very clear to both IFFCO and KRIBHCO to provide us our fertiliser quota, else we will be forced to take strict measures. No fertiliser consignment will be allowed to move out of the state,” he said.
The two co-operative units IFFCO and KRIBHCO provide the fertiliser quota to the state. Usually, they allot 60 per cent to private parties while 40 per cent is given to the state’s Pradeshik Co-operative Federation (PCF). This fertiliser is then distributed by co-operative societies at the district level.
The major demand is for urea. For kharif season 2012, UP requires 10.35 lakh MT urea. In August alone, 9.32 lakh MT urea will be required. In August 2011, the requirement was 8.64 lakh MT. Till now, IFFCO has assured 1.84 lakh MT and KRIBHCO 12,000 MT.
“The supply has to be timely, else the situation may turn ugly. We understand the problems of farmers over non-availability of fertiliser. If we do not receive it on time, there are other options. I will show them that this government means business,” said Yadav. He also stated that he has intimated the Union ministry about his decision.
Presently, IFFCO has two manufacturing units in UP at Aonla in Bareilly district and Phulpur in Allahabad district. KRIBHCO has one unit in Shahjahanpur district but it is a joint venture with a private party. “We will not allow any fertiliser movement from these units outside the state if we do not get our share,” said Yadav.
The price of urea is Rs 300.1 per bag of 50 kg. However, due to scarcity, it is even sold at double this price.
“We will not allow black marketing. No one will be allowed to sell it at higher price than the printed rate on the bag. If there is any complaint of black marketing or overpricing, the concerned DM, District Agriculture Officer, SDM and Assistant Registrar (AR) Co-operative will be personally held responsible,” the minister said.
He also stated that there will be no restriction on the quantity of urea a farmer can buy. “The distribution has to be hassle-free. Farmers will not be harassed unlike in the previous regime. The district administration has to see that it is smooth and free from any trouble,” he added.
