On March 22, 2025, China's Ministry of Commerce announced that it would continue to impose anti-dumping duties on resorcinol imported from Japan for another five years, starting from March 23, 2025.
The decision was made after a review found that if the anti-dumping measures were terminated, the dumping of resorcinol from Japan into China might continue or recur, and the damage to China's resorcinol industry could also persist or happen again.
China first imposed anti-dumping duties on resorcinol imports from Japan and the United States in 2013 for five years. The duties were extended for another five years in 2019. In 2024, at the request of China's resorcinol industry, a review was launched for the anti-dumping measures on resorcinol from Japan. Since the United States had stopped producing resorcinol and no review application was made for the US products, the anti-dumping measures on resorcinol from the US expired on March 23, 2024.
According to the announcement, the anti-dumping duty rates for Japanese companies are as follows: Sumitomo Chemical Company, Limited and Mitsui Chemicals, Inc. are subject to a rate of 40.5%, and other Japanese companies also face a rate of 40.5%.
Resorcinol is an important chemical intermediate and fine chemical raw material, mainly used in the production of rubber adhesives and UV absorbers. It can also be used to produce wood adhesives, flame retardants, and intermediates for pharmaceuticals and pesticides.
