On the June 8, the Chinese Ministry of Commerce (MOFCOM) announced an anti-dumping investigation into 3-Phenoxybenzaldehyde produced in India.
The investigation period is from January 1, 2016 to December 31, 2016, and the industrial injury investigation period is from January 1, 2013 to December 31, 2016.
The product 3-Phenoxybenzaldehyde is an important chemical intermediate for pesticides, which is used mainly for synthesis of Pyrethroids, such as Cyhalothrin, Cypermethrin, Beta-Cypermethrin, Fenvalerate and Fenpropathrin. Thepyrethroids are then used for making Pyrethroid insecticides.
The anti-dumping investigation was requested by Rainbow Chemical (petitioner) on behalf of the Chinese 3-Phenoxybenzaldehyde industry, requesting an anti-dumping investigation into the 3-Phenoxybenzaldehyde produced in India.
The petitioner claimed that the 3-Phenoxybenzaldehyde produced in India is sold to China at prices lower than normal value, and claims, with due allowance for factors, which affect price comparability, and that a high dumping margin exists in the product which is filed for investigation.
The petition also claimed that the increased sales at lower prices of the large amount of the 3-Phenoxybenzaldehyde have cut down prices of domestic products, resulting in domestic production capacity being underutilized, as well as a large impact on business indicators, such as volume of production, rate of operation, sales volume, sales income, market share, return on investment and cash flow. Chinese domestic industries are affected substantially, which is closely correlated to the dumping being investigated.
The documents presented byWeifang Runnong Agrochemical Company showed that other manufacturers of the same product used to include Jiangsu Yangnong Chemical Group, Hubei Qinnong Chemical and Shandong Wucheng Yinuo Chemical. Since 2003, there have been four manufacturers—Runnong Agrochemical, Jiangsu Yangnong Chemical Group, Hubei Qinnong Chemical and Shandong Wucheng Yinuo Chemical. However, Hubei Qinnong Chemical and Shandong Wucheng Yinuo Chemical shut down their production, respectively in 2013 and 2015.
