China’s MIIT: 2016-2020 Petrochemical and Chemical Industry Development Planqrcode

By Think Real - In 2016, the Ministry of Industry and Information Technology (MIIT) issued the Petrochemical and Chemical Industry Development Plan (2016-2020) (Plan), which mentions the development plan of the pesticide industry in the next five years.
 
According to the Plan, in "13th Five-Year" period (2016-2020), market demand for petrochemical and chemical products will still keep a rapid growth and the growth of demand for high-end petrochemical and chemical products which are green, safe and cost-effective will exceed traditional industries. According to the Plan, the current pesticide production capacity in China (converted to 100% TC) is 3 million t/a and in 2015, the annual production is about 1.5 million tonnes with domestic consumption of 825,000 tonnes. It’s expected that by 2020 the consumption will be 850,000 tonnes, with an average annual growth rate of 0.6 percent in this five years.
 
The Plan has set goals to the pesticide industry:
 
1. Speed up the development of low-toxicity green pesticides in order to realize that the production of environment-friendly pesticide products accounts for more than 70% of total output by 2020.
2. Develop environmentally friendly adjuvants, focusing on the development of WDG, SC, emulsion oil in water (EW), microcapsule (MC) and macro granule (GG) to substitute EC, WP.
3. Promote the recovery and processing of pesticide packaging.
4. Develop and popularize the advanced technologies of clean production and pollutant disposal of pesticides and intermediates to enhance the environmental level of production.
5. Accelerate the creation and industrialization of new varieties of pesticides with independent intellectual property rights.
6. Explore non-agricultural pesticide market such as sanitation.
7. Promote the merger and reorganization of pesticide enterprises, improving the industrial concentration.
