China to formulate new assessment indicator system of cleaner production

Recently, China’s National Development and Reform Commission, together with the Ministry of Environmental Protection and Ministry of Industry and Information Technology, publicized the “General Principles of Assessment Indicator System of Cleaner Production” (Try-Out).
These will aim to improve the utilization of resources and reduce generation of pollutants, protect and improve the environment, as well as serve as a guideline for industries to prepare cleaner production evaluation indicators for industry sectors.
The “General Principles” define the philosophy, framework, evaluation and data acquisition methods in relation to cleaner production evaluation indicators as applicable to the preparation of industry cleaner production evaluation indicators.
The China Petroleum and Chemical Industry Federation stated that as delegated by the National Development and Reform Commission, China’s petrochemical industry has worked out their cleaner production evaluation indicators covering more than 10 sectors, including Chlor-Alkali, Soda Ash, Nitrogen fertilizer, Sulfuric Acid, Phosphate fertilizer, Calcium Carbide, Yellow Phosphorous, pesticide, tyre, Chromic Salt and paint; meanwhile some 20 cleaner production standard and examination guidelines have been prepared.
Furthermore, a recommended cleaner production program has been figured out, covering 16 industries, including Chlor-Alkali, Nitrogen fertilizer, pesticide, Phosphate fertilizer, Sulfuric Acid and dyeing, which involve more than 100 advanced cleaner production technologies.
The cleaner production of the pesticide industry focuses on solvent substitution, orientation chlorination, hydrogenation reduction and mother liquid reclamation for the purpose of production of more environment-friendly pesticide and reduction in the discharge of harmful substances.
