Interpretation of the Latest Policy of Biopesticides in China

With the improvement of public's awareness of environmental protection and food safety, reducing the use of chemical pesticides and promoting the application of biological pesticides has become a trend in China. In 2017, the sales revenue of biopesticide reached 31.9 billion Yuan in China (around 4.6 billion USD), while in 2018, the sales revenue grow 12.7% year-on-year and reached around 36 billion Yuan (5.2 billion USD). However, some factors restrict the further development of biopesticides, in terms of the high R&D cost, relative high product price, the lack of technical training for farmers, high registration cost and the long registration cycle. To accelerate the promotion and use of low-toxic green biopesticides, recently, the Ministry of Agriculture and Rural Affairs (MOA) published some policies to encourage the research and development, registration and application of biopesticides.
Lowering the R&D cost
Research and development of new pesticides is a high-cost and difficult task. To promote the R&D of the biopesticides, the MOA and the Ministry of Finance promise to reduce and exempt VAT to lower the R&D cost. Meanwhile, the Chinese government encourages the biopesticide R&D by setting up national key R&D projects and promoting cooperation between enterprises and research institutions.
Amplification of use fields
The high price of biopesticides is an important factor which restricts biopesticides’ application in China. Now the Chinese government is dedicated to reducing the financial burden on farmers by offering financial subsidies. For example, the financial subsidies for organic pest and disease control for vegetables and rice from the Shanghai municipal government and district governments are 150 Yuan and 80 Yuan respectively.
Promoting the awareness
Another policy to promote the use of biopesticides is conducting more field demonstrations. Field demonstration is an effective way to raise farmer awareness about new options, and as a result, farmers may seek more information about biopesticides if they wish to try them. At the same time, farmers will get some applied knowledge in the use of biological pesticides, which is very helpful to maximize field effectiveness.
Streamlining the registration
The last policy is that on the premise of ensuring safety and effectiveness, the MOA encourages enterprises to register biopesticides by reducing the data requirement and shortening the test cycle. For example, the residue data is exempted from the requirement for botanical pesticides and microbial pesticides, and the field efficacy trial only takes 1 year, which makes the registration of biopesticides much easier than that of chemical pesticides.
