China issues eco-environmental protection guidelines to promote agrotechnical development toward reduced use of pesticides and fertilizers

Recently, the Chinese Ministry of Agriculture and Rural Affairs issued an eco-environmental protection guideline covering rural eco-environmental protection, the prevention and control of agricultural nonpoint pollution, as well as the promotion of green agriculture. The issuance of the guideline is a reflection once again of the determination of the Chinese central government to control pollution.
The guideline suggests the promotion of a reduction in the use of fertilizers and an increase in the synergistic effect, which will guide farmers or farming entities to utilize organic fertilizers, thus speeding up the achievement of the negative growth of the use of fertilizers via the implementation of the technical model of reduction of the use of fertilizers and an increase in the synergistic effect.
As for pesticides, the guideline requests the integration of unified control and green control so as to promote the substitution of a green solution for chemical pesticides and also the unified control of crop pests and diseases, as well as to implement an integrated whole-course control model with the reduced use of pesticides to achieve a stable negative growth of the use of pesticides.
The guideline also requires the promotion of reclaimed use of stalks, focusing on implementations in the northeast and north China.
Concerning the presently heavy contamination of cultivated land, the guideline asks for strengthened control over the source of contamination to control the ingress of heavy metal contaminants into the soil. In the meantime, irrigation water quality should be managed properly; the use of industrial water and urban sewage for irrigation is strictly forbidden.
At the same time, a detailed survey of the contamination of cultivated land will be conducted to ascertain the key areas subjected to soil contamination, followed by the implementation of a classified soil quality management system. Centered on the acid-soil rice production region of south China, measures to be taken will include planting of low metal accumulating crops, use of a water-soluble fertilizer and implementation of soil remediation to promote the safe use of cultivated land, which is contaminated.
From a technical perspective, the orientation of national technical innovation will turn to technology, which is low consuming, ecological, cost saving, safe, superior and cyclic, while stress will be laid on technical integration to constantly improve the technical level of green agricultural development.
