Australia closes anti-dumping investigation into Chinese Glyphosate firms

On June 24, the Australian Customs and Border Protection Service (ACBPS) announced the results of anti-dumping investigation resumption, which ruled that Zhejiang Xinan (now renamed: Wynca) and other two Chinese enterprises did not exist during the Glyphosate formulation dumping phase, and therefore, has decided to terminate the investigation.
On February 6, 2012, ACBPS had initiated an investigation into the alleged dumping of formulated Glyphosate exported to Australia from the People’s Republic of China (China), following an application filed by Nufarm Limited and Accensi Pvt Ltd.
On August 2, 2012, ACBPS released the first anti-dumping investigation results, and ruled that Zhejiang Xinan and two other Chinese Glyphosate formulation enterprises did not exist at the time of dumping the product under investigation, and ordered a termination of the investigation against China's Glyphosate enterprises.
On October 23, 2012, following an application for review from Nufarm Limited to the Trade Measures Review Officer (TMRO), the officer revoked the termination and the investigation was resumed by ACBPS. Finally, Australia terminated the anti-dumping investigation and Zhejiang Xinan made the final victory.
Zhejiang Xinan stated that the anti-dumping win has had a positive impact on the companies in the Australian Glyphosate market. Another two companies that were investigated are Jiangsu Good Harvest Weien Agrochemical and Shandong Weifang Rainbow Chemical.
The applicants may request a review of the delegate’s decision to terminate the investigation by lodging an application with the Anti-Dumping Review Panel (ADRP) in the approved form and manner within 30 days of the publication of the public notice.
