Responsible Care” had achieved international recognition and attention since it was proposed in Canada in 1985 and been implemented in more than 50 countries. As the widely adopted self-discipline management system, it not only helps build good corporate identity but also brings economical, environmental and social benefits. From having no awareness or understanding of HES to taking it as the first priority, even the foundation of survival, the management awareness of Chinese enterprises has had an important change during the 7 to 8 years of implementation of HES, which is also what CCPIA has been trying to work on.

Due to the great varieties of pesticide products and big difference of treatment technology and method respectively, each year, the agency organizes training for the enterprises at regular interval, carries out research on three wastes treatment technology and gives enterprises technical support and guide.

1. Increase the cooperation with big international companies, and promote substantive business cooperation. During the cooperation, audit of HES, as well as detailed operational projects and rectify plan given by the big international companies should surely improve the management level of domestic enterprises and further the cooperation;

2. Eliminate part of the products with heavy pollution and outdated craftwork. At present, following the ban of methamidophos and other 4 highly toxic pesticides, more restriction has been put onto this kind of products, lowering the annual production to 3% of overall pesticide year production;

3. Give great impetus to technology innovation, upgrade craft, equipment and auto control level;

4. Establish cooperation platform with CropLife China, communicate and cooperate on common topics, such as responsible care, and share the experience, information and result, within the range of pesticide industry.

In a word, with years of efforts, the pesticide industry has achieved remarkable result on responsible care. It’s proved that the pesticide enterprises that preserve responsible care have all enjoyed the benefit brought by this concept, with their management level raised. From the aspects of both raised industry access and market competition, these enterprises have dramatically increased their comprehensive competitiveness, and will leave greater space for development in future.

It is the basic of living for agrochemical enterprises to stick to HES, and it is related to living environment and food security of human beings.

In China, it’s a gradual process for environment, safety and health being recognized during the process of its industrialization. In 21st century, the country has raised HES to a brand new high level that the development cannot be at the cost of sacrificing the spiritual civilization, environment and human lives.

Sustainable development requires more other than the hardware investment on HES. We have to take HES as a culture in enterprise management, and integrate the HES awareness into daily work of the staffs based on respect.

HSE: OUR RESPONSIBILITY AND OBLIGATION

HES, we think, is the responsibility and obligation that every single agrochemical enterprise should take.

Shenghua Biok puts HES as its first priority, from beginning to end. As the biopesticide manufacturing base of Ministry of Agriculture, Biok’s products are mainly biopesticides, gaining a series of titles, including “Green Enterprise”.

With the implementation of a set of measures and necessity to change of low market concentration, China pesticide industry is now during a critical period of adjustment, and  structural adjustment of agrochemical industry will be inevitable.
