EU enrolled two fungicides in 1107/2009 annex I

The European Commission confirmed the inclusions of two fungicides to the new Annex of EU agrochemical registration Regulation 1107/2009, the two ais are: BASF’s fluquinconazole and Bayer CropScience’s triazoxide. Fluquinconazole was in the third round of the EU review of existing ais, where the original evaluations identified data gaps and BASF has temporarily withdraw the ais from review until resubmission of the applications with additional data. Triazoxide was once rejected by the Commission in 2009 but failed to gain widespread support from member states, and EU Ministers were unable to reach the majority required to either accept or reject the proposals. A phase-out programme for the ai was initiated in the same year.

For fluquinconazole, Member States shall pay particular attention to: the risk to operators and workers and shall ensure that conditions of use include the application of adequate personal protective equipment, where appropriate; the dietary exposure of consumers to the residues of triazole derivative metabolites (TDMs); the risk to birds and mammals and conditions of use shall include risk mitigation measures, where appropriate. And applicant shall submit confirmatory information by 31 December 2013, the including: residues of triazole derivative metabolites (TDMs) in primary crops, rotational crops and products of animal origin; the contribution of the potential residues of the metabolite dione in rotational crops to the overall consumer exposure; the acute risk to insectivorous mammals; the long-term risk to insectivorous and herbivorous birds and mammals; the risk to earthworm-eating mammals; the endocrine disruption potential in aquatic organisms (fish full life cycle study).

The triazoxide shall only be authorized used as fungicide for seed treatment. Member States shall pay particular attention to the protection of operators and workers and shall ensure that conditions of use include the application of adequate personal protective equipment, where appropriate and the risk to granivorous birds and shall ensure that conditions of authorization include risk mitigation measures. The applicant shall submit to the Commission, the Member States and the Authority by 30 November 2013 of the confirmatory information as regards the long-term risk to granivorous mammals.
