The 20th CPC National Congress was convened recently in Beijing, China, whilst the agricultural industry ushered in a period of potential transformation and upgrading.

China’s grain production has experienced a ″historic 11-year consecutive growth″. It has achieved a continued increase in grain output; farmers' income continues to proliferate while the living standard has significantly improved; agricultural modernization has accelerated constantly, and technology and mechanization are much improved.

The upgrading of the economic structure has led to the present agricultural accomplishment. Stimulating the monetary value and the potential employment value of agricultural development will be a work of priority in the years ahead.

While agricultural modernization is advancing, the cost of labor has gradually reduced because of the mechanical production operations; the application of chemical fertilizers and pesticides leads to increased crop harvest year after year; precision management enables the quality of crops to become higher and higher. Today, scientific and technological development makes ″continuous cropping″ and the ″virtual cultivation″ possible.

China is drawing a great blueprint for its vast crop fields, using its all-round rural revitalization initiative as a paintbrush.

Agricultural issues addressed in Work Report to 20th CPC National Congress

1. The work done in the last five years and the significant changes in the 10-year new era

The total grain output ranks first in the world; the scale of the manufacturing industry and foreign exchange reserves rank first firmly in the world.

We will follow the environmental conception of ″green mountains with clear water are a mountain of gold and silver;″ adhere to the integrated and systematic protection of mountains, rivers, forests, fields, lakes, grass and sand to build a complete eco-civilization system. Ecological environment protection will go through a historic, overwhelming and comprehensive change, and our homeland will have a bluer sky, greener mountains and clearer waters.

2. Acceleration of establishment of a new development pattern to push forward high-quality development 

We are determined to boost rural revitalization, prioritize agriculture-related development, consolidate and extend the achievement of poverty alleviation, speed up building a solid agricultural country, and promote the robust revitalization of rural industries. This includes training of talents, development of culture, shaping of the ecology and setting up of organizations in the rural area; reinforcing food security in an all-round way, and firmly maintaining the red line of 1.8 billion-mu red line arable land to ensure that the ″rice bowl″ of the Chinese people is held in our hands.

3. Promotion of green development and harmony between humans and nature

Nature is the primary condition for human existence and development. Respect, adaptation and protection of nature is essential for building China into a modern socialist country in all respects. We must follow the environmental philosophy of ″green mountains with clear water are mountains of gold and silver″ and plan for development in the context of harmony between humans and nature. We should promote the initiative of constructing a beautiful China, adhering to the integrated and systematic protection of mountains, rivers, forests, fields, lakes, grass and sand. We should coordinate industrial restructuring, pollution control, ecological protection, climate change adaptation and mitigation. In addition, we must collaborate to promote carbon reduction, pollution reduction, green development extension, industry growth, ecology-prioritized development, economic and intensive development and green and low-carbon development.

We must speed up transformative green development and implement an economized development strategy, develop green and low-carbon industries, and advocate green consumption to promote the establishment of green and low-carbon production modes and green lifestyles. We will go deeper into the prevention and control of pollution to continue the initiative of a blue sky, clear water and pure land. We are targeting the elimination of heavily polluted air, and urban black and odorous water bodies. We will strengthen the prevention and control of soil pollution from the source. In addition, we will continue to improve pollution control facilities to promote the improvement of urban and rural human settlement environments.

We are determined to improve the diversity, stability and sustainability of ecosystems. For example, we would like to speed up major projects of ecosystem preservation and restoration, implement projects which concern biodiversity protection, and promote the rehabilitation of grassland, forest, river, lake and wetlands. In addition, we should implement the 10-year closed fishing program in the Yangtze River, establish a sound fallow and rotation system for cultivated land, and prevent invasion from alien species.

We are prepared to actively and constantly promote carbon peaking and neutralization based on China’s energy resources endowment. We will stick to the concept of ″set up of new mechanism first and then put out of outdated mechanism″ to implement carbon peaking measures in a planned and step-by-step manner. We will intensify the promotion of the energy revolution to strengthen the clean and efficient use of coal. Finally, we will speed up the planning and development of a novel energy system and actively participate in global governance for climate change adaptation and mitigation.

4. Boosting of modernization of the national security system and capacity to firmly safeguard national security and social stability.

We will enhance our ability to safeguard national security and firmly safeguard the security of state power, institution and ideology. In addition, we will ensure food security, energy security and prime industry chain security.
