Strict energy consumption regulation to be implemented in more than 60 cities in Chinaqrcode

The General Office of the Chinese Ministry of Ecology and Environment recent issued a letter on “Soliciting Opinions on the Air Pollution Control Plan in Key Regions in Autumn and Winter of 2021-2022.”


The letter starts by stating 2021 is the start of the 14th Five-Year Plan. In the first half of the year, industries, coal plants, high-energy consuming and highly polluting industries rebounded, which led to increased pressure to improving air quality. It has become a matter of importance and urgency to fully realize the urgency of the situation and take immediate action to manage air pollution in the 2021-2022 winter season, via effective measures in key regions.


High-energy consumption and highly polluting industries must be strictly controlled. In the northern region, clean heating services will be promoted in an orderly manner; bulk cargo transportation will be shifted from road to rail; the steel industry, diesel trucking, boiler furnaces, volatile organic matter (VOCs), straw burning and dust emissions will be managed and controlled strictly; the performance of manufacturers will be evaluated and managed according to level of production and categorization, and coordinated control measures will be taken between regions to combat severe air pollution. 



Regions of Strict Regulation 


In view of the atmospheric environment and regional transmission in autumn and winter, the key regions, besides the Beijing-Tianjin-Hebei region and the surrounding “2+26” cities, will include northern Hebei, northern Shanxi, eastern and southern Shandong and part of cities in southern Henan, which are specifically the following: 


Beijing, Tianjin.

Hebei Province: Shijiazhuang, Tangshan, Qinhuangdao, Handan, Baoding, Zhangjiakou, Chengde, Cangzhou, Langfang, Hengshui City, Xiong’an New Area, Dingzhou, Xin.

Shanxi Province: Taiyuan, Yangquan, Changzhi, Jincheng, Datong, Shuozhou, Jinzhong, Yuncheng, Xinzhou, Linfen, Lvliang.

Shandong Province: Jinan, Zibo, Zaozhuang, Dongying, Weifang, Jining, Tai’an, Rizhao, Linyi, Texas, Liaocheng, Binzhou, Heze.

Henan Province: Zhengzhou, Kaifeng, Luoyang, Pingdingshan, Anyang, Hebi, Xinxiang, Jiaozhuo, Puyang, Xuchang, Luohe, Sanmenxia, Nanyang, Shangqiu, Xinyang, Zhoukou, Zhumadian, Jiyuan.

Shaanxi Province: Xi'an, Tongchuan, Baoji, Xianyang, Weinan (including Hancheng); Yangling Demonstration Zone.


Primary Target 


During the autumn and winter period (1st October, 2021, to 31st March, 2022), all cities are required to achieve the established target of PM2.5 concentration and limit the number of days of severe pollution within the control objective.


The monitoring of industries related to petrochemicals, chemicals, coal-based chemicals, coking, steelmaking, building materials, non-ferrous, and coal-fired power generation will be conducted to identify and streamline high-energy consuming and high pollutant projects that are under planning, under construction or currently running, while a list will be developed for the proper management of these projects, which will be categorized and placed under active monitoring. The requirements for controlling high energy consumption, capacity replacement, the reduction of capacity and the reduction of coal by substitution should be implemented, where high-energy consuming and highly polluting projects not conforming to requirements must be corrected resolutely.
