Overview of Chinese pesticide companies’ westward relocation: Chemical parks, main products

In recent years, driven by rising labor costs, increasing environmental protection pressures, the lack of land, energy and other essential production factors, and climbing construction and operation costs in the eastern region of China, pesticide companies in this region have continued to relocate their production capacities to the central and western regions of the country, which offers advantages in terms of labor, energy, environmental capacity and cost. In such a scenario, it is not uncommon to see projects with investments by over hundreds of millions of Chinese yuan.
Jiangsu, Shandong, Zhejiang and other provinces in the eastern region are the key areas where pesticide companies have been relocating their production capacities, with Inner Mongolia, Ningxia, Sichuan, Gansu, Jiangxi, Hubei, Shaanxi and other provinces in the central and western regions of the country becoming the recipients. Most of these companies are in the leaders of China’s pesticide industry and have strong comprehensive advantages. Generally, China’s pesticide industry is still in the development stage and continuously optimizing the industrial layout and adjusting the industrial structure. In the short term, the pesticide and intermediate production capacity of the central and western regions will continue to increase. This overview will highlight Inner Mongolia, Ningxia, Sichuan, Gansu and Jiangxi, as well as the newly planned projects in last two years, from January 2019 to December 2020, as examples, to briefly illustrate the strategic layout of Chinese pesticide companies and their investments in the central and western regions.
Destinations of Chemical Industry Parks and New Projects
1. Inner Mongolia
Technical projects launched in Inner Mongolia are mainly located in Bayin Aobao Industrial Park in Alashan Economic Development Zone and Wuda Industrial Park in Wuhai Economic Development Zone. Most pesticide intermediate manufacturers chose other parks.
Bayin Aobao Industrial Park has five Top 100 Chinese pesticide companies. The subsidiary of Hubei Benxing Agrochemical Co., Ltd. settled in this park in 2019, and the first phase of the project (10kt/a sodium trichloropyridine alcoholate) was completed and entered operation in early 2020. Lingsheng Crops, Dazhong Industry and Zhonggao Chemical also launched their new projects in 2020.
Wuda Industrial Park is a provincial development zone with a planned area of 20 square kilometers. The park aims to by a demonstration base for the production of pesticide and medicine technical, which is its development goal, as well as to vigorously develop high-end fine chemicals and actively lead the transformation and upgrading of the regional industrial economy. Currently, Xingfa, Jiaruimi, Yuanzheng Fine Chemicals, Xinnongji and other fine chemical manufacturers have successively settled in the park (See Table 1).

2. Ningxia
Ningdong Energy Chemical Industry Base is a key national development zone, ranking 10th among China’s chemical industrial parks in 2020 and is one of the two chemical industry parks recognized by Ningxia. The base has adopted the latest environmental protection standards based on domestic and foreign industry standards and has strict environmental protection and compliance requirements for incomers. In 2018, four agrochemical companies ranked among the top 100 pesticide companies in China were introduced to the park, with a project investment of more than RMB1 billion. The total investment of Yifan Biotechnology’s technical and intermediate project reached RMB1.86 billion. Suli Co., Ltd. planned to invest more than RMB3 billion to produce a variety of fine chemical products, including Chlorothalonil and Prothioconazole. Jianpai Agrochemical invested over RMB1.1 billion to increase its production capacity of several pesticide intermediates. Yongnong Biosciences invested RMB1.5 billion in its project at the base (See Table 2).
Other industrial parks, such as Fine Chemical Park and Pharmaceutical Industrial Park in Ningxia, Pingluo Industrial Park, Ningxia Qingtongxia Industrial Park and Ningxia Zhongwei Industrial Park where pesticide companies are distributed, are all recognized as chemical clusters.

3. Gansu
In 2012, Lanzhou New Area was approved as China’s fifth new national area and the first in Northwest China. In 2018, to enhance its development strength and advance mainstay industries, the area established Lanzhou New Area Fine Chemical Industry Park, which was renamed Lanzhou New Area Chemical Industry Park in 2019, to focus on the fine chemical industry. In 2020, the park became one of the first chemical industry clusters recognized by Gansu.
Lanzhou New Area Chemical Industry Park has a planned area of 28.51 square kilometers, mainly for the development of high-end chemicals, new fine chemical materials, fine chemical intermediates, chemical additives and agents, and chemical warehousing and logistics. The park also comes with the research and development facilities and a pilot base specific to the fine chemical industry. Since being approved for the establishment of a fine chemical industry park in October 2018, Lanzhou New Area has attracted many companies, including Ruibang Agrochemical, Ruidong Pesticide, Binnong Technology and Tuoqiu Shares. Due to the solid foundation offered by Lanzhou’s chemical industry and good transportation conditions in the new area, Lanzhou New Area Chemical Industry Park has become one of the preferred investment destinations for pesticide and pharmaceutical companies from the eastern region.
Yumen East Building Materials Chemical Industry Park (Chemical Industry Park) in Yumen Economic Development Zone has a planned area of 22.79 square kilometers, enabling Yumen to gather fine chemical and coal chemical industries. Over the last two years, many pesticide intermediate manufacturers settled here, and several projects are currently under construction.
Yinnan Industrial Park and other parks in Baiyin High-Tech Zone have passed the required certification related to the carrying capacity of chemical industry clusters by Gansu. Some pesticide companies have settled in the parks and most of them are intermediate manufacturers. See Table 3 for details.

4. Sichuan
Companies investing in building pesticide production facilities in Sichuan are mainly distributed in Xinqiao Industrial Park in Guang’an Economic and Technological Development Zone and Sichuan Nanchong Economic Development Zone. The former is a national economic and technological development zone, while the latter is a provincial development zone.
Xinqiao Industrial Park in Guang’an Economic and Technological Development Zone has a planned area of 25,000 hectares. Chengxin Chemical established itself in the park at an early stage and now has the largest number of product categories. Its annual output value increased from RMB500 million when it entered the park to RMB3 billion currently. The settlement of Chengxin Chemical attracted a cluster of upstream and downstream companies and encouraged its peers to enter and operate in the park, gradually creating the effect of industrial agglomeration. The advantages of the joint supply of raw materials are continuously enhanced. Currently, more than half of the park’s chemical companies use each other as their raw material suppliers.
According to the park’s planning, environmental impact assessment report and review of opinions in 2016, the leading industries at Sichuan Nanhong Economic Development Zone are the petrochemical industry, the natural gas chemical industry and the biological new energy chemical industry, which were encouraged to established in the park, as well as the fine chemical industry. Heli Technology’s factory in the park is its third production base (See Table 4).

5. Jiangxi
Jiangxi Yongxiu Xinguo Industrial Park has a distinctive orientation to develop organic silicon and related upstream and downstream industries. Therefore, the park has a large number of organic silicon manufacturers, as well as two pesticide companies, Huihe Chemical and Zhonghe Biotechnology, which are both a subsidiary of Zhengbang Crop. In 2020, the former built a 50kt/a plant protection formulation project in the park.
Xin’gan Salt Chemical Industry Zone has the salt chemical industry as its leading industry, focusing on the development of caustic soda and calcined soda, fluorine chemicals and related downstream products. It has adopted an industrial development pattern based on salt chemicals, with new chemical materials and high-end fine chemical products as highlights. Major companies established in the park include Jiangxi Tianyu Chemical and Jiangxi Yangli, which are subsidiaries of CAC International, and Jiangxi Hetian Technology, a subsidiary of Zhejiang Hetian Technology (See Table 5).

Hot Products
According to our review and analysis of newly announced projects by Chinese companies over the past two years, we sorted out their top 17 favored pesticide technical products, which are herbicides, including Glufosinate, Clethodim, Mesotrione, Sulfentrazone, Nicosulfuron, Difenoconazole, Topramezone, Metamifop and Oxadiazon; fungicides, including Prothioconazole and Tebuconazole; insecticides, including Chlorantraniliprole, Pymetrozine, Thiamethoxam, Dinotefuran and Flonicamid; and the acaricide, Spirotetramat. Among them, Glufosinate has a far higher added production capacity, while Prothioconazole has the largest number of investors. Tebuconazole, Chlorantraniliprole, Mesotrione and Clethodim are also favored by many companies (See Table 6). At present, only Jiuyi Co., Ltd. and Hailir hold registration certificates for Prothioconazole technical in China. Though the patent of Topramezone, a herbicide for corn fields, expired in 2018, no Chinese company has currently obtained the registration.
