Joint Statement on Not Supplying Imidazolide and Ethyl N-cyanoethanimideate to Unlicensed Companies

Imidazolide is an essential intermediate for imidacloprid production, while ethyl N-cyanoethanimideate ester is an essential intermediate for acetamiprid production. We, namely Ningxia Soochow Agrochemical Co., Ltd., Ningxia Beilite Chemical Co., Ltd., Jiangsu Tendenci Chemical Co., Ltd., and Shandong Sino-Agri United Biotechnology Co., Ltd, are legitimate manufacturers of imidazolidine and ethyl N-cyanoethanimideate with complete licenses and permits for pesticide manufacture and our products meet environmental protection standards.
To strictly abide by the Regulations on Pesticide Administration and relevant laws and regulations and safeguard the legal interests of customers, we hereby solemnly promise to the public as follows:
1. From the date of signing this Statement, we will not directly or indirectly supply any one of imidazolidine and ethyl N-cyanoethanimideate to manufacturers without complete license and certificate in any form, including through our affiliated companies, company executives and controlling shareholders, or supply any one of these two products to middlemen and traders, or to customers other than Bayer and Syngenta outside mainland China.
“Without complete license and certificate” in the above paragraph refers to the lack of any one of pesticide production license, pesticide standard and pesticide registration certificate.
2. Except the following legitimate manufacturers of imidacloprid and acetamiprid, other domestic companies are required to provide complete license and certificate which shall be verified as authentic before any one of imidacloprid and ethyl N-cyanoethanimideate ester can be supplied.

Nanjing Red Sun Biochemical Co., Ltd.
Ningbo Sunjoy Agroscience Co., Ltd.
3. In case of violation of the above commitments, we will voluntarily compensate the legitimate manufacturers of imidazolidine and ethyl N-cyanoethanimideate ester as listed above.
The compensation method is to return 10% of the total amount of individual products purchased by the above-mentioned companies from us in the past 3 years to the same respectively.
4. At the same time, we encourage manufacturers, traders, companies and individuals from all over the country to report the above-mentioned misconduct to the CCPIA Neonicotinoid Collaboration Group, and promise that once the verified as true to the fact, we will reward the informants under the premise of fully keeping confidential the information of informants, with the reward amount equal to 30% of the total compensation received by all legitimate companies as stipulated in Article 3 of this Statement (the minimum reward amount is RMB 100,000 yuan if the calculated figure is less than it).
