On February 26, 2019, a capacity building initiative was started in Chongming District of Shanghai, pertaining to the International Consultative Workshop on Pesticide Risk Management under the Framework of the FAO-China South-South Cooperation Programme and Belt and Road Initiative. The event was sponsored jointly by the Agriculture Organization of the United Nations (FAO) and the Chinese Ministry of Agriculture and Rural Affairs, organized by the International Cooperation Service Center of the Ministry of Agriculture and Rural Affairs, together with the Shanghai Chongming District Government.
Guests from 10 countries and international organizations participated in the event including representatives from Bangladesh, Cambodia, Egypt, Kyrgyzstan, Myanmar, Nigeria, Thailand, Uganda, Ukraine and Colombia. As a global capacity-building activity under FAO-China South-South Cooperation Programme, the event is designed to take place in the manner of theme discussions, site visits and specific topic exchanges to conduct full exchanges, utilizing the platform of the South-South Cooperation Programme. The objective is to share pesticide risk management experiences among developing countries to solve common issues, meanwhile promoting an early landing of pesticide regional projects under the FAO-China South-South Cooperation Programme.
Wei Zhenglin, the deputy director of the International Department of the Chinese Ministry of Agriculture and Rural Affairs, said at the opening ceremony, “Since its implementation, the Belt and Road Initiative has received positive responses from lots of countries and international organizations, which have greatly promoted bilateral cooperation in agriculture.” Zhenglin calls for strengthened cooperation among developing countries in the agricultural sector and an enhanced effort on top-level design to shape a distinctive brand image and flagship projects pursuant to the South-South Cooperation Programme, as well as to establish a global partnership to be joined by all interested parties.
Gu Baogen, a senior official at FAO, stressed that pesticide is an important production means for agriculture, which is of great significance to increase grain yield, eradicate hunger and promote sustainable agricultural development, as well as to achieve FAO’s five strategic objectives. Baogen hopes that the representatives of all countries will share with each other their respective experiences in pesticide administration and industry patterns, as well as discuss about the future trend of pesticide development to pave the way for further cooperation in the years ahead.
China’s major role in the South-South Cooperation Programme
The South-South Cooperation Programme is a programme under the Food and Agriculture Organization of the United Nations, covering a variety of fields, such as politics, economy, society, development, culture, environment and technology. The purpose of the programme is to, via bilateral, multilateral, regional, sub-regional, inter-regional modes of cooperation, promote knowledge and experience-sharing among developing countries to achieve development goals. Over the last 40 years, China has played an active role in the South-South Cooperation Programme, having become FAO’s most important partner and major contributing country.
