The Chinese Ministry of Commerce has decided to levy anti-dumping duties on imported ethanolamines originating from the United States, Saudi Arabia, Malaysia and Thailand for the next five years beginning from October 30, 2018.
The Ministry of Commerce said that it had made an announcement under ref 2017-67 on October 30, 2017, to launch an anti-dumping investigation on imported ethanolamines from the United States, Saudi Arabia, Malaysia and Thailand. The final ruling of the Ministry of Commerce justifies that dumping occurred when ethanolamines originating from the United States, Saudi Arabia, Malaysia and Thailand were exported to China. The Chinese ethanolamines industry suffered substantive damage, and there was a connection between the dumping and substantive damage.
The rates of the anti-dumping duty imposed on the companies shall be as follows:
Companies in the USA:
1. The Dow Chemical Company 76.0%
2. INEOS Americas LLC 97.1%
3. Huntsman Petrochemical LLC 97.1%
4. All Others 97.1%
Companies in Saudi Arabia:
1. Saudi Basic Industries Corporation 10.1%
2. All Others 27.9%
Companies in Malaysia:
1. PETRONASCHEMICALS DERIVATIVES SDN BHD/ PETRONAS CHEMICALS MARKETING (LABUAN) LTD 18.3%
(The rates only apply to the products under investigation exported by PETRONAS CHEMICALS MARKETING (LABUAN) LTD, as produced by PETRONAS CHEMICALS DERIVATIVES SDN BHD; for other circumstances, rates of anti-dumping duty imposed on Malaysian companies shall apply)
