Chinese provinces unveil schedules to relocate and reconstruct hazardous chemical manufacturers

Zhejiang Province
By the end of 2020: enterprises in all parks/ zones shall complete their reform and shall reach the standard; otherwise, those not qualified shall be shut down or phased out
By the end of 2025: all enterprises outside the chemical parks/ zones shall finish their in-situ reform and reach the standard, OR shall be relocated in standard chemical parks/ zones, OR shall be shut down for their lack of qualification
During the implementation:
Planning (January-February 2018): detailed proposals for implementation shall be drafted, to make it clear about the responsibilities and the measures for all-level government
Assessment (March-June 2018): to carry out assessment on all chemical parks/ zones at the same time
Relocation and reform (July 2018-November 2025): to increase the guidance and to promote the supervision and investigation. All-level governments are expected to do a good job in organizing the relocation and reform of enterprises
Guangdong Province
Small- and mid-sized enterprises and large-sized enterprises which have serious risks shall initiate their relocation and reform before the end of 2018 and shall complete this before the end of 2020
Other large-sized enterprises and super-large-sized enterprises shall initiate their relocation and reform before the end of 2020 and shall finish this before the end of 2025
Jiangsu Province
By 2025, the hazardous chemical manufacturers in the highly populated urban areas who are now not qualified based on the requirements on safety and distance for health protection shall finish the in-situ reform and reach the standard, OR shall relocate themselves in standard chemical parks/ zone, OR shall stop production and withdraw from the market. All this is aimed at improving the enterprises’ safety and reducing the environmental risks significantly.
Regarding the implementation:
Before the end of March 2018: all-level governments shall finish the investigation and the assessment and shall unveil the lists of chemical parks/ zones/ centers for the enterprises’ relocation
Before the end of June 2018: all-level governments shall make and submit their relocation and reform proposals
Before the end of December 2018: all small- and mid-sized enterprises and large-sized enterprises which have serious risks shall initiate their relocation and reform
Before the end of 2025: all other large-sized enterprises and super-large-sized enterprises shall initiate their relocation and reform
