Producers in China’s Hebei and Shandong asked to suspend or restrict production

The following are main content of the action plans in some local places.
1. During the heating period, some industries shall suspend production.
The steel coking and casting industry shall conduct production during the non-peak period; the building material industry shall conduct production during the non-peak period; the production capacity of the steel industry during the heating period shall be restricted by 50%; building material industries like cement, brick kiln and ceramics shall all adopt the same mode as above.
During the heating period, the cubic meter of earth and stone and house demolition of the road engineering and irrigation works shall be suspended. For those cubic meter of earth and stone work of major civil engineering and projects that can’t be suspended, construction units shall file application and get primary approval from administrative department of the industry, and then obtain permission from local governments.
2. Cancel and shut down enterprises that illegally discharge pollutants.
3. Ask accountability of insufficient smog and haze treatment
The central environmental protection special inspection shall be conducted on those insufficient implementation of key treatment tasks of air pollution, and serious environmental problems without obvious improvement in environment quality or even worse situation, and related persons in charge shall be asked for responsibility.
4. Conduct strict check on over-content discharge behavior of goods vans.
Starting from Oct. 2017, comprehensive inspection shall be conducted on the goods vans that discharge over-content of pollutants, and those illegal vehicles shall be punished strictly.
5. Forbid the use of engineering machine with black smoke and large pollution
6. Forbid the sale of regular diesel
Starting from Oct. 2017, cities shall forbid the sale of regular diesel, excluding that from coastal ports to ocean vessel, and vehicle gasoline and diesel below the national standard for the sixth phase of vehicle discharge.
