The Chinese Ministry of Commerce announced its preliminary ruling on the anti-subsidy investigation on 2-Chloro-4-Nitroaniline imported from India. The announcement affirmed that the subsidy for 2-Chloro-4-Nitroaniline imported from India did exist, which had caused substantial damage to Chinese 2-Chloro-4-Nitroaniline industry, with there being a causal relationship between the dumping and substantive damage.
On 13th February, 2017, the Chinese Ministry of Commerce started an anti-subsidy investigation on 2-Chloro-4-Nitroaniline imported from India. The investigation has revealed that imported 2-Chloro-4-Nitroaniline and Chinese-made 2-Chloro-4-Nitroaniline were sold primarily in the same regions, mostly in the provinces of Zhejiang, Jiangsu and Anhui. The Ad Valorem Subsidization Rate of Indian companies was 20.4% for Aarti Industries Limited and 166% for all others.
The announcement revealed that the prices of subsidized commodity dropped cumulatively by 8.46% during the period subject to investigation, that is January 2013–September 2016, while the prices of Chinese domestic commodity rose cumulatively by 9.31%. With the exception of 2013, which was the early period subject to investigation, the prices of imported commodity remained lower than that of the Chinese domestic commodity.
The increase of quantity and the lower prices of imported commodity have impacted the Chinese market, with the market share, sales volume and sales income of the domestic commodity decreasing, further diminishing China’s production output, capacity running and employment.
