By Think Real - The following are answers from the Ministry of Agriculture of China (MOA) about the Suggestions No. 4840proposed on the Twelfth National People’s Congress (including the addition of registrants of chloropicrin and forbid the use of the extremely toxic herbicide paraquat).
The reasons for no more approval of new chloropicrin registrations are:
1. Chloropicrin is a highly-toxic pesticide that has been listed into the China Dangerous Chemicals Catalogue and the international Forbidden Chemical Weapon Convention, which means that its production, operation, transportation, storage and use shall be strictly controlled.
2. China does not approval new registrations for highly-toxic pesticides. In recent years, the MOA hasn’t approved any new registrations for highly-toxic pesticides and it also revoked those for vegetables, fruit trees and tea trees.
3. The production capacity of the already registered chloropicrin products has exceeded the market demand. With the strict control of the chloropicrin production in the international market, a lot of regions like the EU have revoked the registrations for the active ingredient. In China, only the 99.5% chloropicrin liquid (registration code PD84129) by Liaoning Dalian Lvfeng Chemical Co., Ltd. (Lvfeng Chemical) is approved, which is mainly used for soil steaming and the prevention and control of root knot nematodes and verticillium wilt.
In the domestic market, the annual application volume of the production is around 2,000 tonnes, which can totally be fulfilled by the 10,000t/a of Lvfeng Chemical. It can even export some of the product.
No more sale and use of paraquat in the domestic market after 25 Sept., 2020
As there are no special antidotes for paraquat in the market, the death rate of poison by the product is quite high, which causes high social call for its forbidden use. To safeguard people’s life and health, the MOA has adopted a series of measures in recent years to strengthen the management of the registration, production, sale and use of paraquat products. In 2012, it revoked the registration and production permission of paraquat AS. Starting from 1 July, 2016, the sale and use of paraquat AS had been forbidden.
So far, the only product of paraquat is allowed for sale is the 20% paraquat GW (PD20131912) by one enterprise, whose registration will not be extended after expiration.
