India Govt issues guidelines for direct sale of city compost by manufacturersqrcode

Following lack of interest from fertiliser firms, the government has decided that sale of city compost will be directly done by compost manufacturers to farmers.
 
In this direction, the ministry of chemicals and fertilisers has issued fresh guidelines on 9 January for direct sale of city compost to farmers under the policy on promotion of the city compost.
The central government on 10 February 2016 notified a policy to promote city compost wherein a subsidy of Rs.1,500 per tonne of compost will be provided to scale up production and consumption of the product. Under the policy, fertiliser companies and marketing entities were asked to co-market city compost with chemical fertilisers through their dealer network. Also, the companies were asked to adopt villages for promoting the use of compost.
 
“The market development assistance for sale of city compost as per the standards laid down in fertiliser control order at subsidised prices will be paid only through concerned municipality to the compost manufacturer and to concerned municipality where municipality is the compost manufacturer and marketer,” an official memorandum issued by the ministry of chemicals and fertilisers said.
InfraCircle earlier reported that at least 14 fertiliser companies have inked agreements with city municipal bodies across states for regular offtake of compost. 
 
Promotion of city compost, which is a key component of the Swachh Bharat Mission, would help cities manage municipal solid waste in a sustainable manner. Some of the companies which had come on board for the promotion of city compost include Coromandel International Ltd (Telengana), Chambal Fertilisers and Chemicals Ltd (Rajasthan), Krishak Bharati Cooperative Ltd (Haryana), Indian Farmers Fertiliser Cooperative Ltd (Uttar Pradesh, Uttarakhand and Jharkhand), Rashtriya Chemicals and Fertilizers Ltd (Maharashtra), and Madras Fertilizers Ltd (Tamil Nadu), among others.
“However, there had been less interest among fertiliser firms for city compost as less demand is there for the product in the country,” a senior government official said, adding that a sum of Rs.15 crore is likely to be allotted towards city compost subsidy in the upcoming budget.
 
Each compost manufacturer willing to claim subsidy must have well-equipped laboratory to ensure that city compost produced by the manufacturer conforms to fertiliser control order, the notification said. “Apart from market development assistance given by the department of fertilizers, if any state provides subsidy on city compost, the MRP will be lowered by the company to that extent and the subsidy so passed will also be passed on to the farmers in terms of lower MRP,” notification added.
