New law governing management of agrochemical containers in Argentinaqrcode

The Argentinean Congress recently approved the Plant Protection Products Law 27,279. The law requires all empty containers used in the country to go through an Integrated Management System of Empty Crop Protection Packaging.
 
The law is aimed to avoid the use of empty containers of agrochemicals in any process that may involve risks to human health or the environment. The goal is to improve management efficiency and streamline administrative procedures for the registration and authorization of traders, users, operators and applicators.
 
The integrated management system of empty containers is divided into three stages:
The first one involves the passage of the empty container from the user to the Center for temporary storage (CAT). These are facilities approved to receive, condition, collect and dispose the empty containers.
 
The user and the applicator will be involved in the waste reduction process. They must separate the empty containers in the two established classes, depending on whether the procedure includes waste reduction. They should deliver them to the CAT, for which they will not require any specific authorization; the user has a term of up to one year from the date of purchase to follow the procedure.
 
The second stage involves the transfer of the containers from the CAT to the operator, who is the person authorized by the competent authorities to modify the physical and/or chemical composition of any empty container. This will eliminate the harmful properties and help in the recovery of material resources to obtain less toxic residue and make it safer for disposal.
 
After the packages are received in the CAT, they should be classified and collected in groups according to the established typology. The containers will be referred by the authorized carrier for appropriate recovery or disposal.
 
In the third stage, the empty containers processed by the operator, are passed on to the industry for further reintegration into a productive process.
 
The law also establishes a hierarchy of options for comprehensive management of empty containers such as generation prevention, reuse, recycling, recovery and disposal.
 
In addition, it prohibits any action involving the abandonment, dumping, burning and/or burial of the empty containers and the marketing and/or delivery of containers to persons outside the authorized system.  
 
In the first step of implementation, the users and applicators must also deliver agrochemical containers to the CAT.
