Netherlands has efficient system for organic production control

A report published by the European Commission’s Food and Veterinary Office (FVO) concludes that Netherlands has a well organised and implemented system for the control of organic production in place with a sufficient number of inspections being carried out in the sector.
The report describes the outcome of a FVO audit in the Netherlands, carried out between 03 and 13 November 2014, under the provisions of Regulation (EC) No 882/2004 on official food and feed controls. The objective of the audit was to evaluate the controls on organic production and labelling of organic products.

The inspections are partially risk based for the various sub-sectors but the planning of inspections cannot be considered as fully effective because they do not include important risk criteria such as the quantity of products produced and the risk of occurrence of irregularities. The effectiveness is also weakened by the fact that routine inspections do not contain balance checks between inputs and outputs.
The inspections by Skal Biocontrole and the SP are not fully harmonised concerning their depth and length. Sampling and analysis of organic products is in place, but all relevant risk factors such as production volumes are not taken into account. If non-authorised pesticide residues below MRL are detected, no measures are taken by Skal Biocontrole to investigate their presence. The import checks are organised efficiently but should be enhanced in particular concerning the documentary checks on eligibility of control bodies in third countries and systematic physical checks.
The report makes a number of recommendations to the Dutch competent authorities, aimed at rectifying the shortcomings identified and enhancing the implementation of control measures.
