Brazil's Ministry of Agriculture, Livestock and Supply (Mapa) authorized the use of Methyl Bromide exclusively for phytosanitary treatment with quarantine goals at the operations of imports and exports. The products based on this active ingredient are considered important to meet the requirements of importing countries of fiber and cotton.

This substance has been used through an emergency release. The final decision was published through the Joint Normative Instruction No.2, which establishes several obligations for the companies that import, export, trade, transport, store and provide services in the application of the substance.

The companies will be registered at the CTF/APP (Federal Registration of Potentially Polluting Activities and Users of Environmental Resources), which contemplates the activities related to the substances controlled by the Montreal protocol. In this agency, it should be informed about the environmental license supplied by a state or municipal agency with environment attributions.

In order to maintain the license, they should issue quarterly Certificate of Regularity at the CTF/APP, besides filling and delivering, periodically, the reports corresponding to the developed activities, according to the valid legislation. The authorized service providers to do fumigation with Methyl Bromide in phytosanitary treatments for quarantine purposes should also present a quarterly report with quantities used to the offices of Mapa in the states they are headquartered.
