The Review Programme Regulation offers companies the possibility to declare their interest in including certain active substance/product type combinations in the Review Programme i.e.:
• those not supported anymore, and
• those which can now be included following a change in regulatory guidance or as a result of the extended scope of the Biocidal Products Regulation compared to that of the former directive.
Companies that declare their interest and subsequently notify ECHA to take over the role as a participant can benefit from the transitional measures applicable to biocidal products containing those active substances, i.e. those biocidal products can stay on the market.
By 14 October 2015, companies need to notify ECHA for dialuminium chloride pentahydroxide in product type 2, i.e. disinfectants and algaecides not intended for direct application to humans or animals as one successful declaration of interest was received. It is now time for any interested company to send their notifications through R4BP3.
30 October 2015 is a deadline for notifying not-supported active substance/product type combinations listed in part 2 of Annex II to the "new" Review Programme Regulation. If a notification is declared compliant by ECHA, the Commission will include the combination in the Review Programme.
By 30 October 2015, companies also need to send declarations of interest to notify active substances that have benefitted from the derogation for food and feed areas under Regulation (EC) No 1451/2007.
By the same date, companies need to send declarations of interest to notify active substance/product type combinations, if the biocidal product belongs to a different product type under the Biocidal Products Regulation than under the old Biocidal Products Directive. These substances need to be included in the Review Programme for their original product type.
