The China Agricultural Science and Technology Pilot Park, which was jointly established by Henan Jingyan Yinhai Seed Co., Ltd. (Jingyan Yinhai) and the Tajikistan government, adopted the advanced seed cultivation and planting technology from Jingyan Yinhai and succeeded in doubling the unit output of crops in Tajikistan. This was beneficial to the local agricultural development.
Founded in 2007, Jingyan Yinhai is mainly involved in the seed business, covering corn, cotton, wheat, soybean, peanut and rice. For years it has penetrated into Central Asia. In 2008, Jingyan Yinhai took charge of an agricultural project, which was an aid project offered by the Ministry of Science and Technology of the People’s Republic of China to Kyrgyzstan. Later, the company cooperated with other enterprises to carry out R&D and production activities related to corn/ cotton seed in Kazakhstan. Hence, Jingyan Yinhai has further insight into the natural conditions (climate, soil, etc.), policies and political environment in Central Asian countries, which lays a solid foundation for it to independently construct the agricultural pilot park in Tajikistan.
According to Li Wei, General Manager of Jingyan Yinhai and also the person in charge of the Tajikistan project, the company signed an cooperation agreement with the Tajikistan government in 2011, and then in 2012, it for free obtained the 49-year use right of the 609 ha land locally and rent 300 ha land from the local farmers to establish a branch and construct the agricultural pilot park.
The project makes profit from the 2nd year after investment
To date Jingyan Yinhai has invested USD18.8 million in the Tajikistan project, for the construction of a 600 ha high-output cotton/ corn pilot field, a 200 ha hybrid corn seed making field and a 100 ha vegetable greenhouse and vegetable base.
After the infrastructure reconstruction and upgrading, the application of fine seeds and the improvement in planting technology, the pilot park has enabled the crop output to at least double the local level. For instance: Corn: 9 t/ha (vs. 4 t/ha),Wheat: 7.5 t/ha (vs. 3 t/ha),Cotton: 6 t/ha (vs. 3 t/ha).
In addition, Jingyan Yinhai introduced 2 Chinese enterprises to set up cotton and flour processing plants there. Accordingly, profit was made in 2013 just after the construction officially launched in 2012. Such a quick profit-making can be attributed to:
- Support given by both Chinese and Tajikistan governments, such as the land freely provided which greatly reduced the production costs
- Low yield in Tajikistan, which ensured the stable demand for grains
- High-quality crops produced under excellent natural conditions, of which some were exported to Europe, leading to high return
