Brazil soybean main area bans second crop plantingqrcode

The top soybean producing state in Brazil, Mato Grosso, has made an official ban on the planting of soybeans right after the oilseed's summer season, an off-season crop called locally as safrinha. The Normative Instruction No. 001/2015 was published at the state's Official Gazette on February 9 of 2015 and brought the phytosanitary measures. The motives of those measures are for prevention and control of Asian Rust.

 "The planting of soybeans over soybeans now is prohibited in Mato Grosso. The prohibition occurs considering diverse agronomic studies that point out for an unsustainable planting of the off-season crop as well as a lost of efficiency and a reduced availability of fungicides (active ingredients) that control the Asian rust caused by the fungus Phakopsora pachyrhizi,” reads the fourth article of the normative.
 
 According to the 14th article, "it is established that the fallowing for the soybean crop in the state of Mato Grosso goes from March 1 to September 15". Besides, the article 27 allows the "creation of a work-group to propose a Control Plan on soybean crops planted from September 15 to September 30".
 
 On the other hand, the article 28 establishes that it "is assured the rights of soybean planting done in this crop". This means that the measure would just be valid for the next season. On this contradiction, the Federation of Agriculture and Livestock of Mato Grosso has made an official consult to the Department of Economic Development on the rights of producers that already had planned their safrinha, but are still harvesting the first crop.
