China establishes pesticide review management objectivesqrcode

The Division Chief Zong Fulin of the Pesticide Review Office of the Chinese Institute for the Control of Agrochemicals of Chinese Ministry of Agriculture (ICAMA) recently introduced the China’s pesticide review management objectives to the participants at the China Pesticide Export Business Seminar.

ICAMA intends to apply the pesticide review system to conduct systematic review of registered products which have been in use for long years, thus to supplant those high-risk and low-benefit varieties to ensure the quality and safety of agrochemical products and ecological environment.
 
ICAMA plans to choose 10 to 20 varieties, which are registered long ago and used in large quantities for registration review. The review process will include the concept of risk analysis control and crop group management, which will guide enterprises to change their way of thinking and act of product registration.

China’s existing pesticide registration management system does not yet have a normalized pesticide phase out mechanism, most of pesticides can be renewed, produced and used for indefinite time other than being phased out initiatively. The problems of existing registered products are as follows: 

1. Protracted long use of large quantities, non-conformity of residues, environmental accumulation, resistance development.
2. Some of the registered products are not accompanied with documentation; no systematic safety assessment is done.
3. Registered pesticide in use has shown problems, which have put great pressure on production management and have caused latent risks in the future.

ICAMA set up a pesticide registration review office in 2013 to adapt to the new situations of pesticide business and management.
