The Argentine State, through the National Agri-Food Health and Quality Service (SENASA), approved a new technical and regulatory framework for the registration of phytosanitary products, as outlined in Resolution 458/2025.
The measure, published today (26.06.2025), responds to the need to modernize and harmonize national regulations with the main international standards, especially those promoted by the Organization for Economic Cooperation and Development (OECD). Its central objectives include: Strengthening health and environmental safety, facilitating access to more efficient technologies and ensuring that agrochemical evaluation processes are transparent.
The resolution repeals the previous regulation, Resolution 694/2024, and establishes a comprehensive regime consisting of eight technical annexes, which detail the requirements and procedures applicable to new active substances, the recognition of international equivalences, the labeling conditions in the Globally Harmonized System (GHS) and the toxicological and ecotoxicological criteria that must be met.
Main aspects
Recognition of international equivalences: The validation of active substances already approved in countries or blocs with recognized regulations is made possible, allowing registrations to be expedited without compromising safety guarantees.
Mandatory incorporation of the GHS: International criteria are to be adopted for the labeling of chemical products, with clear and uniform warnings.
Toxicological and ecotoxicological update: The requirement that scientific information validated by professionals be registered with SENASA.
Comprehensive scope: The regulation applies to both new and pending applications, promoting equal conditions for all operators.
"With this measure, Senasa follows the evolution of the agricultural sector with clear, modern rules aligned with the current challenges of production," SENASA stated.
The resolution will come into effect ninety (90) days after its publication in the Official Gazette.
Further, officials suggested that the regulation and its annexes be read carefully in order to ensure their correct implementation.
