Pesticides registration in Egypt - Procedure and Requirements
Pesticides registration for agricultural purpose in egypt is a dynamic process, achieves by the cooperation between the agricultural pesticides committee (apc), the central agricultural pesticides lab. (capl) and the other related agricultural institutes that involve in the evaluation of the pesticides efficacy and the recommendation of use. the whole process is controlled and regulated by the agricultural low no.53 for the year 1966 and the environment low no. 4 for the year 1994, in addition to several ministerial decrees.
when a certain pesticides company desires and decides to register new pesticide, it should has a branch or a representative agency work in egypt, this representative must be authorize from the original company to follow-up officially the registration throughout the time period of the registration and to offer any requirement for registration that could be required.
the first requirement for registration is the technical data sheet of the pesticide that is wanted to register, (a copy of the technical data sheet form is available in pdf format) which should be tender with a request form for pesticide registration (a copy of pesticide registration request is available in pdf format). the agricultural pesticide committee then, revises the technical data sheet and upon the registration criteria of the committee the apc may decide if the pesticide allows registering in egypt or not. this acceptance is commonly called the initial acceptance. after the pesticide technical data sheet is approved by the committee (the initial acceptance) the company starts in the second stage of the registration, in which the company:
exhibit the pesticide registration file which contains all the available scientific data concerning the chemical and physical property, formulation stability, packaging of end-user product, use, methods of analysis, metabolism and toxicokinetic studies, mammalian toxicity studies, first aid and safety directions, residues, analytical residue methods, maximum residue limits, occupational health and safety, environmental chemistry and fate, efficacy in pest control and safety to target plants (all the detail about the require items are available in pdf format), the file is reviewed and revised by one of the apc member, (a copy of the technical reviewers committee decision is available in pdf format) and if the data and information are appropriate and sufficient then the file could be approved by the apc.
start in experimental examination of pesticide efficacy: the company is required to fill an application form for carry out the efficacy experiments in the open field and to determine the effective rate of application of the register pesticide on the suggested crop (a copy of the application form is available in pdf format). the company is also required to supply the agricultural experimental stations by any amount of the pesticide to be use in the experiments. the import of the under-registration pesticide for the experimental purpose occurs under the supervision of the apc, by analysis the imported pesticide in the capl and release an analysis certificate (a copy of the analysis certificate is available in pdf format), then the pesticide could be released from the customhouse by the apc document (a copy of the custom release form is available in pdf format).
the evaluation of the pesticide efficacy is undertaken three times in three consecutive seasons, based on the result of each season (a copy of the experimental program data sheet is available in pdf format) the pesticide forward to the next, during this period the capl estimate the fingerprint (a copy of the fingerprint certificate is available in pdf format) and the impurities contained in the pesticide (a copy of the impurities certificate is available in pdf format) in addition to the analysis of the chemical and physical properties of the pesticide and examination of the pesticides package quality.
after the end of the third season of experiment, and based on the results of evaluation, the pesticide is approve to applied on a certain crop(s), against a certain pest(s) by appropriate rate, this information documented in "recommendation announcement" (a copy of the recommendation announcement is available in pdf format). finally the apc submits the pesticide registration and releases a registration certificate (a copy of the registration certificate is available in pdf format) and label (a copy of pesticides label is available in pdf format).
the manufacture and/or import of the registered pesticide is upon the request of the registrant company after the "agree for import" (a copy of an import agreement form is available in pdf format) from the apc.
