China tries out pesticide business license reform in Hainan Province

China’s forthcoming new publication of the Pesticide Administration Act has included establishment of a pesticide business license system. Recently 3 Chinese agricultural material enterprises, via an open bid have been awarded the pesticide wholesale permit in Hainan Province, which indicates the start of implementation of pesticide business license system in China.

The 3 enterprises that have obtained the pesticide wholesale permit are Hainan Zhongsheng Science & Technology Ltd, Hainan Provincial Agricultural Materials Ltd and Hainan Haiken Farming Materials Ltd. According to Hainan Provincial Dept. of Agriculture, the future authorized wholesale of pesticide by the 3 enterprises within the Province would help to achieve large-scale economic benefit, which not only reduces cost of management but also cuts down expense of purchase to ensure pesticide be supplied to farmers with good quality at competitive price.

Besides the pesticide wholesale license reform, pesticide retail license reform is also carried out in Hainan Province where a total of 545 pesticide retailers have been re-certified. It is scheduled that a standardized pesticide business operation system will be put in place within the Province in July, which ensures the quality of farming product from its source.
