French report on pesticide use reduction delayedqrcode

The French Minister for Agriculture and Fisheries, Michel Barnier, will present a report outlining the plan to halve pesticide usage in France by 2018 to the country’s Council of Ministers by the end of August, says the French news website, Terre-net. The report, Ecophyto 2018, was initially expected to be presented at the end of July. The draft of the report was prepared by the permanent secretary of the French Academy of Agriculture, Guy Paillotin, in May as a “concrete action plan” for pesticide reduction in response to the French government's environmental initiative, the Grenelle de l'Environment. Mr Paillotin was entrusted with the responsibility of preparing an action plan towards the beginning of this year.
The draft report stresses the pesticide-related commitments made in the Grenelle de l'Environment, especially commitment 129, which relates to the withdrawal of active ingredients of “greatest concern”and substituting them with other ais. The initiative aims to: remove 30 ais by the end of the year; eliminate another ten by the end of 2010; and by the end of 2012, halve the number of ais for which there are no substitutes. The draft plan also examines viable alternatives to aerial spraying. A ban on aerial spraying is on the cards, with a framework on the sustainable use of pesticides expected to be adopted by the end of 2008. Reduction in pesticide usage will be monitored on the basis of an indicator named NODU, which refers to the number of applications made. NODU equals the quantity of ais sold divided by a unit application of the ai.
