According to authority, China has issued much more aggressive targets of pesticide industry in the 12th five-year plan (2011-2015) including specific financial objectives. China expects to cutting the number of technical pesticide manufacturers to 300 by 2015, with five companies which annual pesticide sales reach Yuan 5,000 million, 20 companies with annual sales over Yuan 2,000 million, and two or three “internationally competitive” companies with annual sales of over Yuan 10,000 million. In addition, China also aims to construct three to five pesticide production industrial parks by the time.

These targets work well with those that were issued last year by the Ministry of Industry and Information Technology (MIIT), alongside three other government departments. It noted that the top 20 Chinese pesticide manufacturers should account for at least half of annual pesticide sales by 2015 and 70% by 2020. Among the previous targets of the 12th five-year plan were for over 50% of the country’s pesticide production to be accounted for by “high-efficacy, safe, economic and environmentally friendly pesticide products” by 2015.

The output value of the country's pesticide industry should achieve Yuan 230,000 million by 2015, with sales of Yuan 220,000 million and profits of Yuan 15,000 million. The industry's yearly growth rate from 2012 to 2015 is expected to be in 7.7% to 9.6%.

China is going to fund 0.77 billion Yuan on pesticide innovations in its 12th five-year plan. During the next five year, China will develop 10 new crop protection chemicals and 15 new environmental friendly adjutants as well as 20 processing technologies for the active ingredients and intermediates. Meanwhile, China plans to build up systems for the bioactivity, safety, and ecology evaluations of pesticides. 0.22 billion Yuan of the funds will be allocated by the Central government and other 0.55 billion Yuan will be raised by local government and affiliated institutions.
