Fertilizers Europe comments on EC's anti-dumping regulation on Russia, US and Trinidad and Tobago UAN importsqrcode

The European Union (EU) urea ammonium nitrate (UAN) industry has welcomed the European Commission’s definitive anti-dumping regulation on imports originating from Russia, Trinidad and Tobago and US which is expected to prevent further injury to the EU industry. The industry recognises the positive impact recent modernisation of the trade defence instruments had on the EU process.
 
On 8 October 2019, the European Commission has released the full explanation and economic analysis justifying the definitive anti-dumping duties included in the Commission Regulation 2019/1688.
 
“The EU UAN complainant industry welcomes the definitive anti-dumping measures and hopes for immediate and continued relief from the European Commission investigation’s findings of proven and severe injurious dumping” said Jacob Hansen, Director General of Fertilizers Europe.
 
This EU UAN anti-dumping regulation is the first under the European Union’s new trade defence modernisation rules. Its main new features include: the EU’s application of faster provisional measures after eight months instead of nine; the use of the achieved non-injurious profits rates of EU industry; new account given to prospective ETS/environmental costs.
 
Hansen stated: “We supported the EU’s action aimed at the modernisation of the trade defence instruments throughout the political negotiations in 2017. We are therefore glad to see how the modernisation already has wielded genuine improvements to the EU process”. This definitive regulation normally applies for five years.
