From 8th to 16th September, 2019, a delegation from the ICAMA of the Chinese Ministry of Agriculture and Rural Affairs, headed by Zhou Puguo (Director of the ICAMA), visited Brazil and Argentina.

While visiting Brazil, the delegation met with minister Tereza Cristina (Representative of MAPA). Zhou and Jose Guilherme Tollstadius (Director of the MAPA Animal and Plant Health Inspection Service) also jointly chaired the “China-Brazil Pesticide Administration Technical Exchange Workshop,” where discussions were held on the establishment of a long-term exchange mechanism between China and Brazil.

Both sides agreed to sign a memorandum of understanding (MoU) related to the administrative collaboration on pesticides between the ICAMA and the MAPA Animal and Plant Health Inspection Bureau, with the aim of establishing a long-term partnership in the area of pesticide administration between the two countries, and further promote trade in pesticides and farm products between China and Brazil.

In Argentina, Zhou and Ricardo Negri (Chairman of SENASA) discussed the “2020-2024 Action Plan Pursuant to Cooperation in Pesticide Administration between China and Argentina.” Both sides agreed to include eight items of work in the action plan, covering bilateral meetings, pesticide residue and quality collaboration, pesticide registration data recognition, pesticide registration review exchange, traceability establishment, pesticide and farm production trade facilitation, and the establishment of permanent liaison offices.

The delegation also visited SINDIVEG in Brazil and CIAFA and CASAFE in Argentina, to explain China’s administrative measures related to pesticide and the development of its pesticide industry, as well as to answer questions regarding maximum residue limits, which concern Brazilian and Argentinian companies.
