The Brazilian Institute for the Environment and Renewable Natural Resources (IBAMA) published Normative Instruction (IN nº 01/2019), which adjusts the Annual Report of Potentially Polluting Activities and Users of Environmental Resources (RAPP). 
 
The purpose of the changes is to adapt the document to the new rules of the Federal Technical Registry (CTF / APP).
 
The data and information collected or integrated with the RAPP are intended to generate information for IBAMA, as well as other agents of the National Environmental System (Sisnama) and for the other organs and entities of the Public Administration that develop monitoring, control and other activities related to the environment.
 
Among the changes are the creation of forms for new activities, as well as the removal of other activities that are no longer considered as "potentially polluting and using environmental resources." The RAPP (provided for in Law 6.938 / 81, § 1, Art. 17-C) is an instrument for collecting information of environmental interest. The document is used as a basis for environmental control and inspection, as well as subsidizing environmental management actions.
 
Their completion and delivery are mandatory for natural and legal persons engaged in activities that in some way need to be verified by IBAMA for its potential to affect the environment - among them those related to agriculture and the chemical industry. These activities are still subject to the charge of Control and Environmental Inspection Fee (TCFA).
 
The Annual Report on Potentially Polluting Activities and Users of Environmental Resources was regulated by IN Ibama nº 6/2014. It is composed of electronic forms, divided by specific themes. The number and types of forms to be filled vary according to the activities recorded in the CTF / APP. The deadline for delivery of the RAPP is March 31.
