On May 4, 2018, the European Union (EU) published Regulation (EU) 2018/669 in the Official Journal of the EU (OJEU) to amend Regulation (EC) 1272/2008 on Classification, Labeling and Packaging of Substances and Mixtures, also known as the CLP Regulation. This amendment is the eleventh adaption to technical and scientific progress (ATP-11) to the CLP Regulation and contains important changes to the list of substances under Annex VI to the CLP Regulation. These include:

Amending Table 3.1 to ensure all the chemical names are in the same language as the language versions in which that piece of legislation has been published
Renaming Table 3.1 to Table 3. Table 3.2 was deleted in June 2017 by Regulation (EU) 2016/1179 (ATP-9) as the harmonized classification and labeling of substances in that Table was based on Directive 67/548/EEC (Dangerous Substances Directive, DSD), a piece of legislation that has been repealed by the CLP Regulation since June 2015

The amendment also allows substances and mixtures to be classified, labeled and packaged in accordance with the CLP Regulation, as amended by Regulation (EU) 2018/669 (ATP-11), before December 1, 2019.

Regulation (EU) 2018/669 will become effective on December 1, 2019.

Unless specifically exempted, it is important to note that a substance must be self-classified when it does not have a harmonized classification under Annex VI to the CLP Regulation. The hazard classes and differentiations not covered in the entry must be evaluated and self-classified.
