Brazil’s National Health Surveillance Agency (Anvisa) is holding a public consultation to receive external suggestions on the update of its administrative procedures for toxicological re-evaluation. Representatives of the civil society and citizens will have 60 days to send contributions starting February 24, 2017, when the measure was published in the Official Union Gazette.

The technical department of Anvisa has affirmed that the ruling norm (RDC No. 48/2008) would be revoked because it did not address the concerns of Brazilian agriculture and hurt the effectiveness of toxicological re-evaluations. They pointed out to the diverse limitations, such as the lack of definition of criteria for the prioritization of some active ingredients, besides the absence of more detailed procedures for the activity.

According to Anvisa, one of the most important points is the definition of criteria for the selection of the active ingredients that would be submitted for re-evaluation. The norm will list the active ingredients selected for re-evaluation “in due anticipation, in a way to give more predictability to the society, to the productive sector of agrochemicals and to the users of the products. Therefore, the users and the productive sector will have more time to search for alternatives to the active ingredients that could be restricted or banned after re-evaluation,” Anvisa stated.

The public suggestions can be sent only through the electronic form. Physical mail would only be accepted in extreme cases for citizens who do not have internet access. Anvisa will accept international suggestions, which can be forwarded to the address: Agência Nacional de Vigilância Sanitária/Assessoria de Assuntos Internacionais (AINTE), SIA trecho 5, Área Especial 57, Brasília-DF, CEP 71.205-050.

By the end of the public consultation on May 2, 2017, the agency will analyze the contributions and write the final proposal that will be sent to the Collegiate Board for voting.
