China to reform fertilizer registration policyqrcode

Xu Jingying, deputy chief of Cultivated Land & Fertilizer Division of Plantation Administration Department of the Ministry of Agriculture, disclosed three fertilizer registration-related reform policies at a recent industry conference.
 
The first policy is to cancel the temporary registration of the fertilizer, but maintain its renewal and amendment registration. Fertilizers which are proven to be safe, effective and applicable may be gradually exempted from registration.
 
The second is to change the selection of the quality and safety evaluation institution for issuance of an inspection report. The agency service mechanism will be changed into a technical review system, where the approving authority will select an inspection institution via competitive choice to undertake the technical review and to issue the inspection report.
 
The third is the selection of a field trial institution by the applicant. After applying for fertilizer registration, the applicant may conduct his own field trial based on his requirements or may delegate a relevant institution to undertake the field trial. However, field trial by a designated institution upon applying for fertilizer registration would be cancelled.
 
“Since 2016, the Ministry of Agriculture has undertaken 7,315 registration applications, and 5,630 registrations have been granted. However, there are some problems that need attention. One problem is the fabrication of registration documents by few applicants; the second is the false information for promotions of the products; the third is the product quality which is unstable. In the coming years, the Ministry of Agriculture will establish a nationwide online information management system to punish the applicants involved in registration fraud. Furthermore, a special fund will also be allocated to support supervision and random checks of the granted product. Applicants with non-conformable products, fake products and products of violation will be seriously punished,” Xu Jingying said.

Fertilizer Registration in China:
 
Currently, China’s fertilizer registration includes two phases: the temporary registration and the full registration.
 
1) Temporary registration: The applicant is obliged to file for a temporary registration for fertilizers that undergo a field trial or is required to go through trial sale. The temporary registration is valid for one year. Upon expiry of the temporary registration, a renewal registration should be filed within two months, if the applicant wishes to continue the production and sale of the product. Eligible applications would be approved by the Ministry of Agriculture and the renewal would be valid for a year. Such renewed temporary registrations should be filed not more than twice.
 
2) Full registration: The applicant is obliged to file for a full registration of fertilizers to be commercialized after passing through field demonstration test and pilot sale process. The full registration is valid for five years. Upon expiry of the full registration, a renewal registration should be filed within six months, if the applicant wishes to continue the production and sale of the product. Eligible applications will be approved by the Ministry of Agriculture, and the renewal would be valid for five years.
