Brazil's Federal representative Covatti Filho (from the state of Rio Grande do Sul) introduced a law project to seek to modernize and to speed up the legislation about agrochemicals. The text is about the research, experimentation, production, packaging and labeling, transportation, storage, commercialization, publicity, usage, import, export, final destination of the residue and packages, the registration, the classification, the control, the inspection and enforcement of phytosanitary products and environmental control products. The project also institutes on the structure of the Ministry of Agriculture, Livestock and Supply, the National Technical Commission of Phytosanitary Products.

According to Covatti Filho, the current legislation is exhausted and cannot respond to the current reality and expectations of the society. The Law of Agrochemicals should be rethink and reformulated to attend the desires of the society. “My proposal is to present a new systematic for the procedure of evaluations and registrations similar to those in the United States and Canada that concentrate such activity in just one agency,” justifies the legislator.

The new commission is a promise to bring more safety and speed to the procedures of conduction, through a new dynamic for registration, alterations and reevaluations of phytosantiary products and environmental control, where the best scientists in the country would work in a collegiate.

"We have received a lot of reports that denounce insecurity about the issue, like for instance the difficulties faced by manufacturers when installing new factories or obtaining registration for its products; rural producers that complain about the lack or delay of the provision of new products that control diseases and plagues; consumers that want safer food; doctors that alerts for the human health and toxicological aspects; worries of agronomist with phytosanitation and agronomic efficiency,” explains the representative.

The project will also enable the agricultural competitiveness of a responsible area for the surplus on the trade balance of Brazil in the last years.
