 "China is the great partner of Paraguay. We produce what they need, and we have less taxes and fees. Therefore, we invite more companies to come and know our potential". The statement is addressed by Dr. Francisco Regis Mereles Maciel, president of the National Service of Seed and Plant Quality and Health (Senave) of Paraguay.

Maciel talked about the issue of "Registration of Pesticides and Market Trends in Paraguay" during the 8th Brasil AgrochemShow 2015 in Brazil. According to him, the great differential of the country is being able to produce five crops in a period of two years.

"We are already the fourth soybean exporter in the world, coming from 1.8 million tons annually (produced in 1994) to 8.5 million tons last year. We hired the world's major experts for innovation to reach this level. Besides, we excel for sustainability and no-tillage planting, which is accessible and generates less costs," explained him.

Maciel is proud of the fact that Paraguay is "the only tropical country to export wheat". "We have always asked ourselves what we can do to differentiate us from large producers such as Canada and Argentina. We believe that the key is to produce wheat with more protein and more stability. Thinking that way, we've reached the mark of 1.8 million tons annually," Maciel says.

The Senave president explained that the requirements for registration of new agrochemicals in Paraguay are determined by the Resolution No. 446/06. The legislation specifies four categories of registration:
“Experimental”, which is valid for two years, and renewable for two years more;
“Provisional”;
“Definitive”;
“Export”, which cannot be sold within the country;

Maciel concludes that the Eastern region mentioned in his speech is the most arable land in the country, but a project has been developed in partnership with the United States to use advanced researches in the Chacho region for soybean planting.
