The SAGARPA (Secretariat of Agriculture, Livestock Production, Rural Development, Fishery and Food) published on the Official Gazette of the Federation a bill for the amendment of the Mexican Official Norm NOM-026-FITO-1995, by which cotton pests control is established.
 
In order to provide better and more modern tools for the control of cotton pests, SAGARPA –through SENASICA- has proposed the modification to this NOM that was initially established in 1990’s, presenting this bill for the consideration of those interested parties for the next 60 days.
 
Since 1997 and up-to-date, agronomic and cotton producing zones phytosanitary status has changed, therefore, this bill for the modification of Mexican standard NOM-026-FITO-1995 updates the necessary regulations for a better control of pests and eliminates those that have become obsolete.
 
Cotton cultivation is one of the most important agricultural activities for the development and supply of raw material to Mexican textile industry, for this reason, the bill seeks to bring benefits to more than 150 thousand hectares of cotton crops in different States such as Baja California, Chihuahua, Coahuila, Durango, Sinaloa, Sonora, and Tamaulipas.
 
The proposals for this bill meets the 2013-2018 Sectorial Program of Agriculture and Livestock Production, Fishery and Food Development, which establishes among its objectives to give more certainty to agri-food activities through risk management tools.
 
For this end, one of its strategies considers the strengthening of agri-food health, safety and quality aimed to protect population health and elevate the sector competitiveness, by means of phytozoosanitary campaigns.
 
In addition, the bill is aligned to the objective of promoting productivity in agroalimentary sector by investments in technological, human and physical capital aimed to guarantee food security.
 
Within SAGARPA scope of responsibility, one of its main tasks is to establish campaigns for plant health, control of phytosanitary aspects in plant production, processing, industrialization, and commercialization.
 
The new agreement keeps measures for cotton, cotton products and byproducts movement, transport vehicles, materials, machinery, and agricultural equipment, whenever they may pose a phytosanitary risk.
 
It also keeps phytosanitary measures in production sites that include trapping, sampling and control, as well as in cotton gin plants, with provisions on this bill aimed to mitigate any risk of spreading pink bollworm and boll weevil, among others.
 
The bill was approved during the 2nd Ordinary Session of the Sub-Committee for Phytosanitary Protection held on March 27th, 2014, and ratified on the 2ndOrdinary Session of the SAGARPA National Consultative Committee for Agroalimentary Standardization dated on April 25th, 2014.

It was published on the DOF for public hearing purposes, in conformity to provisions set on Article 47 fraction I of the Federal Law on Metrology and Standardization, for interested parties to review it within 60 natural days   from publishing date, and submit their comments.
